The real-time dashboards are the interpretation of the data presented by the VMware API. In this case real-time would be the collection of VMware's 20 second samples in the collection intervals set in VMAN. To get any more granular in (such as to the second) the data collected, the admin would need to log into the host console and launch ESX Top. Hope that helps!
