I have the same problem! I just noticed that backups have not succeeded since updating NCM couple of months ago... Glad to notice it now, and not when I'd really needed a backup copy.
What did you do and where, to solve the problem?
When I manually start TFTP server it seems to be ok. So at least it starts up!
Should I do ticket? Anyway, I have NCM 7.3.1.
